If you refuse to check once more the Firewall settings in your Kaspersky Antivirus (which might have been changed since last time), then you can try to reset Skype settings:

Quit Skype or use Windows Task Manager to kill any Skype.exe process. Go to Windows Start and in the Search/Run box type %appdata%, press Enter or click the OK button. The Windows File Explorer will pop up. There locate a folder named “Skype”. Rename this folder to something different, e.g. Skype_old. Restart Skype.

N.B. If needed, you will still be able to re-establish your call and chat history. All data is still saved in the Skype_old folder.

In Skype login window open the “Tools” menu and then “Connection options”. What port number do you see in “Use this port … for incoming connections”?

Also, what is the Skype version you are on now? In Skype go to Help -> About Skype.

Nothing looks apparently wrong. Try to uninstall the current version and install the older 5.9. You can use this installer:

http://download.skype.com/msi/SkypeSetup_5.9.0.123.msi

Do you have the possibility to change your Internet Connection? If you are on wireless (WiFI), then try to connect using LAN cable. You may also try to bypass your router and connect directly to the modem (if possible).
