"No connection " Why do I get this?

When I go to "Add a Contact" I am always told to "Check Your Connection" and that I'm not online when I know perfectly well that I am. In fact, when a contact is showing on my List as being online (which must mean that I too, am online) it says the same thing.
Anyone know why, please?
It did the same thing when I changed over to Beta so I have gone back to 5.5.0.124.
When I leave an IM for someone who is not online at the same time as myself, will that person ever receive my IM without me being logged onto Skype at the same time, please?

Make sure that your Internet Explorer is not set to “Work offline” mode. Note that regardless which browser you are using, Skype is using Internet Explorer.
What do you see when you open this link in your Internet Explorer?
https://apps.skype.com/friendfinder/
IM messages will only be delivered when both you and your contact are online at the same time.

Thanks Ruwim, here is what I got and you solved that for me.
This problem can be caused by a variety of issues, including:
Internet connectivity has been lost.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the website's
domain.
There might be a typing error in the address.
If this is an HTTPS (secure) address, click Tools, click Internet Options, click
Advanced, and check to be sure the SSL and TLS protocols are enabled
under the security section.

Did the above and checked those boxes. Now I get a website, which I didn't
before. However, I get a Security Warning which reads:
Do you want to view only the webpage content that was delivered securely?
This webpage contains content that will not be delivered using a secure
HTTPS connection, which could compromise the security of the entire
webpage.
When I clicked on Yes, I got no content other than the background colour.
Then I clicked on No and reached the Add a contact window.
So that worked and thanks for that.
