Try this. Right click on Skype's desktop shortcut. Select Properties and Compatibility tab. If the option "Run this program in compatibility with:" is checked, then uncheck it.

I have the exact same problem, event name BEX, and none of the solutions work. I run Win 7 64bit and tried the following with no success: uninstalled and reinstalled every version of skype I could find; deleted the shared.xml; cleared registry entries; cleaned temp files. I do not have compatibility turned on, so that is not the issue. Help??!!
