making a call

Ok, this is my first attempt with Skype.  I want to make a call but don't know how.  I read some of the other messages and it talks about a tool bar.  I dont see a tool bar.  HELP!!  Thanks.

What type device are you using?  Mac?  PC?  Mobile?

Have you actually installed, run, and signed in to the Skype program/app, rather than signing in to your account on skype.com via a browser?
