Who gets charged?

I have a skype account.  My wife will be traveling overseas and we will be communicating via skype.

If she calls me, is it under my monthly charge or does she need to purchase a plan too?

If you're planning on calling Skype to Skype there will be no charge for calls, assuming she has her own Skype name and she has free Internet available. If your wife is planning on calling you on the telephone she'll need her own subscription or credits.
