Unable to connect iPhone < - > Mac Pro

I have Skype 5.7 on a Mac Pro desktop, and Skype 4.0 on an iPhone 4S (each the most recent version). I am unable to call one from the other. I get the message the I need Skype Credit in order to make the call. This makes no sense, as these are local Skype to Skype device calls. Is it not possible to make such calls? If it is possible, why do I get that message, and how can I correct the problem?

Skype-to-Skype calls must be between different Skype names/accounts.  You can't call from one Skype name to itself.

If you signin to any two of your devices with different Skype names you will be able to make a free Skype-to-Skype call between them.

I am trying to call a Thailand number using Skype. It will not be a Skype to Skype call, but rather Skype to cell, but I am unable to connect using my iPhone. 

What am I missing?

Include details such as exactly how you're dialing (use xxxx as the last 4 digits for privacy) and what, if any error message you get when you try the call.
