Anyone know if I can have two skype accounts (with two different names) at the same time? And can I join them if I can?

You can have 2 (or more) Skype names/accounts at the same time. I'm not clear what you mean by "join them." The answer to that is probably no.

Yes you can have more than one account but you can only fund a maximum of two from the same card:
