Please allow me to clarify: accounts do not "live" on a computer or laptop; any Skype accountholder can sign on and use the software. So, uninstalling and re-installing would not have made Skype do what you wish.
How to do it: sign out of Skype on the laptop you wish your husband to use and close (quit) the Skype program. When you re-start Skype, un-check the Sign Me In When Skype Starts button on the sign-on box. Sign on, and sign off again (lots of people do not do this, but I think it makes the choice apply to your account settings). Now your husband can create his own account.
