New and pretty confused

I can't seem to make sense of the options being offered.

 

My iphone is my only phone, and I just moved into a cell phone black hole. I connect to the internet over a private building-wide wireless network. I would prefer to use my cell phone to make and receive Skype calls. Do I need Skype Wifi? Do other people have to be Skype users in order to call me? If I am away from my home network, and someone calls me using my Skype number, what happens? Do my questions even make sense??

Skype wifi is just used to connect to public hotspots that aren't free.  You pay to connect via your Skype account.  You don't need that.

 

To make outgoing calls, you need Credits or a subscription.  If you calls will be to the U.S. only, a $2.99/mo Unlimited U.S. & Canada plan will work for you:

For incoming calls, you need an "Online Number."  See this link for details:

And lastly, if you're connected to the Internet and Skype is running, it doesn't matter where you're located.  You'll be able to receive calls to your Online Number.  You can also set up Voicemail for missed Skype calls.

So my cell phone then answers two different numbers - the Skype number over the internet on the cell network and the original number over the cell phone network?

Yes, exactly, as long as you have Skype running and an Internet connection.

 

You could foward your Skype number to your regular cell number if you wanted to, but that would be an extra step you'd have to turn on and turn off every time you were in or out of cellular coverage.
