it's not not you can't call a mobile number in France, it's just that apparently including such numbers would have meant that the price of the world subscription would have had to have been significantly more, and that would not have been be fair to those that don't need/want to call such numbers
there is a subscription that covers mobiles in France, but if you look it up, you'll see that it is quite expensive
the per-minute rate to call mobiles in France is relatively high, unlike in the US where there is no difference between calling landlines and mobiles

your Arizona number has nothing to do with this discussion, since it is only for receiving calls
also, it does not matter where you are located when you make calls using Skype -- it only matters where you are calling to
you will need to purchase Skype Credit or a block of minutes that applies to mobile numbers in France, and that may be difficult to do while you are in France if you plan to use a credit card that is based elsewhere
