I forgot my password, and I changed me e-mail address. So I couldn't get my forgotten password sent to me. So I had to make a new account. Is there anyway to de-activate my old account?

Once an account is created, Skype does not delete the account; it can, however, be abandoned. Here is in formation on this: https://support.skype.com/en/faq/FA142/Can-I-delet
