Cannot use anything on Skype at all

When clicking anywhere, I get a sound and no responsive action of any sort.
Currently, I have a window on my laptop monitor which looks like the sign-in page. After I key in my Skype name and password, it also just make a sound and does not have any action.
I cannot get that window to close, either. On the upper corner, there are 3 dots. The yellow dot in the middle is lit (The other 2 dots are not lit.) When I click on the yellow dot, it just make a sound and nothing else happend.
Can someone PLEASE HELP? I thank you in advance.

Can you make a screenshot of this window? There should not be any dots on Skype login window.

I cannot take a screen shot. As I followed the steps of taking a screen shot/pasting the picture into a document, a window popped up, after what sounded like a shot's taken, saying (not exact word, but close with the correct meaning), "Your picture cannot be stored. You do not have the permission to store at the location where the picture is stored."

OK. You may try this to see if you can login to Skype.
Quit Skype. Make sure that you don’t see any Skype.exe processes in Windows Task Manager. If necessary, then stop these processes.
On you computer open C:\Program Files\ folder. If you have 64-bit Windows then it should be C:\Program Files (x86)\ folder. Find the Skype folder and then Phone. Right click on the Skype.exe file and select: Send to – Desktop (create shortcut).
Right click on the newly created shortcut and select Properties and then the Shortcut tab. In the Target field you will see now:
"C:\Program Files\Skype\Phone\Skype.exe" (or with (x86) if you are on 64-bit Windows).
Click with your mouse on the text in the Target field and move your curser one space after the last quotation sign and add the text /legacylogin. The text in the Target field should now read:
"C:\Program Files\Skype\Phone\Skype.exe" /legacylogin
Click OK to save the changes. Start Skype using this new shortcut. Can you now login to Skype?
