My husband was using a service called JaJa where he called Eastern Europe - the rates are better with Skype, but he used to use our land line and the computer would make the call from our land line. Can this be done with Skype?

All outgoing Skype calls are made via a broadband Internet connection. Once a call to a phone number gets to it's destination country via the Internet, it's then transferred to a local telephone provider.
So if you want to make calls via Skype, you will make them through the Internet service, not through your landline.
