Subscription Minutes Change - impossible?

Have been subscribing to Unlimited Country (Australia) for a very long time - NOw I need to change to 400 minutes (single country). So I cancelled the original subscription as required and today as that subscription has expired. I Have since been trying to allocate a new 400 minutes subscription to a member ( Skype Manager - Business account) and I am only offered the Unlimited Country option - why? In the process of trying to find a workaround it seems I have re-subscribed to the unwanted Unlimited Country subscription. Any suggestions will be appreciated.
