Skype Manager instead of phone server?

I didn't find those introduction videos very conclusive.
What I would like to learn is whether Skype for Business provides the solution to hook all my staff's computers (and preferably their personal skype accounts, which are already standard requirement) to one or two local VoIP phone numbers (Singapore) and allow them to pick up phone calls coming from outside.
This way, all my staff can pick up phone calls from external partners and redirect them to the right fellow dynamically - without any need for a phone server, too many desktop phones, or even a receptionist.
So, is Skype to Business up to that?

What you have described is possible.
You will need a Skype Manager, Online numbers, call forwarding and call transfer.
We have recently set this all up for one of our customers in their german office. 5 agents behind several local frankfurt numbers. The set up costs were minimal and can be done remotely and the ongoing costs for inbound calls is only about $200 per year.
