Is it not possible to add existing accounts to the Skype Manager?

My skype manager is telling me that with the new interface of Skype, option to add existing Skype accounts to Skype Manager has been removed. A new account needs to be created. Not sure why is it that way?

Not sure as well, but it is limited to you being in the U.S. other areas of the world can still do this.
