Call to AXIS Indonesia (GSM) fail

I do sign up and top up balance, and it's failing call to AXIS Indonesia range's

as far as I know they have 2 ranges MSISDN +62838 and +62831

Kindly help to fix this issue since I need this to call my colleague,
