skype to go + mobile carrier

just wanted to clarify: if i have minutes included in my plan and I call a skype to go number, it will deduct from my minutes and charges for a call will be deducted from my skype credit and it will not be charged to my mobile carrier bill, correct? and if i call during my "free nights and weekends" hours, it will only deduct from skype credit? I want to make sure I will not have charges on my mobie bill, because i was confused by: 

Calls to this number will cost:

1. 0.089USD/min plus a small connection fee.
2. Local call charges from your operator or inclusive minutes

Do you mean the STG # you call to set up a call to a contact or the actual contact's #?

i believe i specified that it was a skype to go number.. = STG#?
