having a problem understanding pricing for using my phones only

In one window it says its free skype to skype and free video skype to video skype but then it says in another its a 2.99 mo charge or by min charge....can i skype my grandkids and video with them for free or not ..please help.

Skype to Skype calls are free. Meaning if you are making a Skype call to another Skype username.

Calls to mobile or landline numbers are charged.
