French Citizen hoping to set up skype to go number for use in England during summer

Hi,
I have a French Friend who will be spending the Summer in Enlgand and is looking for a cheap way to call Home to France.
Would anyone know if he should set up the skype to go numbers on his French mobile before he leaves for England and then use the French mobile to call France when he is in England or if he'd be better off setting it up when he has arrived in England? should he get a UK sim or can he use his french mobile - does it make a difference with regard to costs?
Any help would be appreciated.

1. No. Better to set up in England.
2. Yes.
3. Yes.
4. Yes. If the set up were carried out in France your friend would be charged with a call from England to France each time wished to access his STG set up #
