Skype Online #s are to receive inbound calls. You can't make a call from an Online #.

It seems that PopPopBear would instead need 2 Skype accounts, one for each PC, each account having a unique Skype account name to differentiate between source and destination.  But only the PC to receive inbound calls like an ordinary telephone would need an Online Number associated with its Skype account.

This would be the case if he wished to receive calls but he actually wants to make outbound calls. He has already marked my explanation as a solution. (Please see above).
