You may need to go into your Skype program and adjust the privacy settings. For receiving calls on Online Numbers, you probably want to enable calls from anyone. Otherwise, you'll get what you described.
I have online numbers in 4 countries, including one in Melbourne, and had to adjust the privacy settings to deal with the online numbers. Other users have reported the same issue, and resolution, in other parts of the community forums.
