Online number not working.

I've been using Skype's online number for a few years now. 

My online number is from Brazil.

After the whole problem with the Transit Telecom I was given a new number a few months ago. I believe Skype's new partner is GT Group.

My new online number never worked 100%, but is worked on and off until a few weeks ago.

Now it's not working at all.

I just renewed this number in august. I would like to know what is the issue and why it stopped working. And if this will get fixed or if I should request a refund.
