Online number not working still unknown number [ Edited ]

We have purchased online number recently but for some reason the number won't pop up, other party would always say my number appears to be unknown. is there a way for you to check the issue?

According to Skype's explanation of the following URL:-

I have the similar problem when calling from Thailand to Finland. My online number shows up as unknown number. How can we fix this?
