One thing you can do is change your caller ID on Skype to your 808 area code cell phone so when you call someone on Skype it looks like you are calling from a local phone.
If you prefer to pick-up your calls on Skype you can forward your cell to Skype.
Yes, other VOIP providers offer Hawaiian phone numbers. The issue is probably centered on the cost Skype would have to incur for those numbers. Unlike with calling telephones, where Skype uses different prices for per-minute rates and monthly subscriptions, Skype uses a single price for Online Numbers wherever they are in the world (US$ 18/3 months, US$ 60/year, or with discounts if you already have a subscription). This would mean that Skype's costs for these numbers can't exceed some amount to make this a viable option for Skype. This is unfortunate, but Hawaii isn't the only US state where Skype doesn't have Online Numbers.
