I just did some tests on my Australian Online Number (a Melbourne 03 9xxx xxxx number), which rang through the Call Forwarding settings to my mobile phone. I also tested my other 3 Online Numbers, which worked fine as well.
One thing to check would be the Privacy settings in your Skype program on a computer (not accessible from Skype's mobile phone apps). Make sure it allows calls from anywhere to your Online Numbers. If that's all set, and you still are unable to call that Online Number (or receive calls to your Online Number), contact customer service so Skype can investigate. This could be a problem on Skype's end, or with Skype's Australian partner that provides the Online Numbers there.
