When you are logged into Skype, yes - people can dial your US Online Number and reach you in Thailand, or wherever you happen to be logged into Skype. With the Unlimited USA & Canada subscription, you will be able to call any landline or mobile phone in both the US and Canada (subject to Skype's fair-use policy) when you are logged into Skype.
Your other message indicated you also needed to be able to call Thai phones. If you don't already have access to a landline or mobile phone there, you could use Skype for that. You would either need to purchase additional Skype Credit to cover those calls, or possibly look at adding another subscription that covers calls to phones in Thailand. Skype has subscriptions that cover calling to both landline and mobile phones in Thailand, but those are not "unlimited" subscriptions like the Unlimited USA & Canada subscription is. You can purchase a subscription with 60, 120, or 400 minutes per month for calling to Thai phones. Click on the "Subscriptions" link below for more details.
