Account voicemail isn't working correctly

I have two Skype accounts to which i maintain for my company. One works perfectly fine from a voicemail standpoint. The other i can't get to work properly even with the exact same settings as my other account.
The issue account will be used as a support tool for a group within my team and the voicemail funcationality and success is critical.
Can someone please help?

Are you logged in using the Skype name when this account fails, if so can you try being logged out on any device/computer?
Can you please prvovide details on what the symptoms are for the failing account?
Also, for testing, can you enable call forwarding, even if it is to another Skype name to see if call forwarding also fails for this failing account?

I only have one single account. My settings on-line says voicemail enabled but when the number is called there is no voicemail option. Instructions say to go to "menu" click>tools>options>etc. but where is menu with those options? Not anywhere on my menu bar or on my skype phone. WHY?
I do not have or use call forwarding but I would like to listen to messages from my computer access or from my skype phone. Where are the messages stored anyway when/if made? Is there a cost to access and listen? Responses may be sent to my e-mail address at norman_pickett@hotmail.com or my skype number 727-474-1023 if it ever starts working.
