I think I can "flesh out" TheUberOverLord's posting a little bit more to give a fuller answer for you.

The answer to your question is that the template you are looking for can be found at:

http://download.skype.com/share/security/Skype-v1.7.adm . 

Even though it's version sounds old, I can assure you that it is up to date.  You can verify that by loading it into your GP editor and checking what's in there against our latest Policy features set listed in Appendix 1 of our IT Administrator Manual found at:
