Worried about Cyber Crimes :(

I've recently had someone call my house phone from what seems to be a Skype phone number, as for the fact that I can't call it back via *69 or even by dialing the number with and without *67. They claimed to be a representative for Microsoft and told me there was a problem with my computer. So I played along for a little while until they told me to open up the INF folder on my computer. This told me that the call was not legitimate. They then proceeded to tell me that al the files and folders inside of the INF folder were infected and needed to be deleted. My second clue to knowing they were not a representative of Microsoft. Because of the fact that I'm a computer programmer, I know that the INF folder contains the driver information of the hard drive it's contained in. So deleting it is a big NO-NO. Well I proceeded to inform the so called "representative" that if I experienced further problems with my computer that I would take it to my Uncle who deals with that sort of thing for a living, and have him look at it. I asked them to not call my house again and told them that I was not a moron. Then I hung up the phone.
Now, because I've been threatened via Skype before it got me a little worried that someone had found someone that was actually good at "hacking" and would try to come after me (I'm a little paranoid about these kinds of things). So I called the Department of Justice a few times and kept being disconnected. So since I feel it is not fair to the rest of my country to bother the government with such petty problems; I've stopped calling.
What I want to know is if they try something like this again, or they try to spoof my IP Address (IPv4 or IPv6) then is it possible for the police, or government to assist me in protecting myself from Identity Theft or other means of Cyber Crime?
As I stated before I'm a very paranoid type of person, and wish to ensure this doesn't happen again. I enjoy using Skype to keep in touch with my friends that live all throughout the states, as well as for bussiness meetings, programming lessons, as well as study groups for college work. I would hate to have to stop using it because someone keeps bothering me at home on my private home number.
