Someone has taken over my account

Hi expert

 

Last night, someone has taken over my account and he changed email and password already.

I have no idea what to do to get my account back or deactivate that account and get start with the new one.

 

In case that it might be useful to track someone who did this, the email that he changed to is [edited for privacy]

Unfortunately, my case falls into this condition "5.  If your account has no recent purchase, it may no longer be possible to retrieve your account.   Still you can try to contact Skype to know if you have other possible options." Therefore, I think it's hopeless to take my account back.
