Scam or not a scam from skype user: skype promo? [ Edited ]

I received the message below from someone with skype id:  skype promo

I would assume that Skype restricts the use of "*skype*" within skype ids to employees.

Or, is Skype about to solve my financial woes?  I can't wait to find out.

I don't know about this particular "scam", but in January I signed up for free calls; in "my usage" there are no calls or SMS messages for January through May; however, on April 27 I was charged 134.98 from Skype.  I am disputing this with my bank, but am very, very frustrated with Skype: cannot seem to contact anyone to whom I can address this.  I did email a customer service address and immediately recieved a reply that someone would be contacting me soon.  That was April 28!  Can anyone help??????
