having the same issue! I have the newest version of skype, just uninstalled and reinstalled to make sure. This is getting out of hand!

Same issue I am having and I am soooo frustrated - this is just making me sooo mad - I can't save any privacy settings - I may just uninstall skype from my phone - I have uninstalled from the computer I am on - hoping if I uninstall all and then start over, it will fix -
