I have tried to block a caller but I am still bombarded with calls

I have for a couple of weeks been frequently called by someone whos handle is "Notification Urgent Online Instructions"

I have tried txt messaging them asking who they are but have been ignored.  I have tried using the block facility but it doesn't seem to work, I think they might be changing their user id each time but not sure.

What can I do to stop this? 

I have not intention of answering the call.

Make sure that you goto:

Skype > Privacy > Blocked contacts - and see if that person is in your block list or not. If he's in your block list, then goto "Privacy Setting" and make "Allow calls from" People in my Contact list only.
