unlimited world not really unlimited!

Hello, I subscribed world unlimited plan last month and paid $14.97. I thought I could get unlimited minutes to China and US. But today the system told me that I was running out of minutes. I went back to purchase history and it shows China 400 min! That's not I subscribed!
I clicked on unlimited world subscription again, the system told me "You've already purchased China 400 min. If you continue to buy Unlimited World then you will be buying a calling subscription that overlaps with your previously purchased subscription."
Does unlimited only means 400 minutes per month to a specific country?

Your account order history shows that you have purchased China 400minutes subscription, but this is not the same as Unlimited World.
Unlimited World covers around 40 countries and doesn't have minute limitation as shown here: http://www.skype.com/intl/en-us/prices/pay-monthly
Also price doesn't match, since Unlimited World for 1 month is already $13.99

This message informs you that Unlimited World already covers China and if you purchase Unlimited World then it's partially overlapping your current China 400 minutes.
At the moment your account shows you have China 400 minutes and if you want Unlimited World then please get in touch with customer service and they will help you switch it to Unlimited World.
