can't make an international call to Costa Rica from US

Just signed up and paid for premium account.  I can't call my parents on their landline to Costa Rica and even paid for a Skype phone number as well.  I need help, please.  Can someone call me 512-487-7721 and explain what I'm doing wrong?  Edgar
