Another option would be for him to purchase the Unlimited USA & Canada subscription at US$ 2.99/month.
Skype Premium is a nice plan, if he wants conference calling or the ability to share his screen or participate in video calls with more than one other person across the Internet. If he's only looking for calls to US numbers, Skype Premium may be more than what he really needs. The Unlimited USA & Canada subscription would save him US$ 7/month compared to the Skype Premium subscription - and more, if he signs up for a year at a time (15% discount for 12-month subscriptions).
