I have a Subscripti on worldwide, but can't make calls to Australia

I need to make a fair number of calls to Australia, so a week ago I upgraded to the worldwide unlimited. But so far only 1 call (out of the 5 or so I've tried) have gone through. The rest it tells me I need to buy skype credit. These are calls to businesses, not cell phones. I also canceled my US mobile & landline subscription, and it ran out 2 days ago, but I can still call an American cell phone. I'm very fristrated that I've more then quadrupled the price I pay for the service, but still can't call customer service in Australia. Any help would be appreciated.

Unlimited World covers Australia landline numbers, but it doesn't cover shared cost numbers that lot of businesses use
Australia - Shared Cost - 1300 prefix
Australia - Special Service - 13 prefix
Numbers starting with these prefixes are not covered by subscription and you need to have Skype Credit for this.

If I bought an Australia package, would that cover those numbers? The only place I need to call is Australia, and at the moment it's mostly businesses. I feel kind of silly paying 14 dollars a month for a service that has so far only gotten me one call.
