Free to Canada & U.S.?

I have 2 quick questions.
- I have a subscription that allows me to call any U.S. or Canadian for free, does this mean the person on the other end will get charged local rates even if I'm in another country? Say I'm in Canada and I call L.A. in California, would they pay long distance?
- Same question as above, but say I have my "Display this number when I call phones" to a U.S. number, If I call another country would they then get charged long distance? Say I live in the U.S. and I call Toronto, Canada, would they pay long distance when my number shows up as a U.S. number?

I'm from Europe and in my country caller doesn't get charged. Maybe one of the US customers can comment on this.

The people you call in the USA and Canada would not be charged long-distance for the calls you make to them. In these two countries, the only scenario where those that you call may be charged for your calls are people who use mobile phones and are charged for any incoming calls - either by having minutes deducted from their monthly plan, or assessed a per-minute rate for incoming calls. This would not be specifically related to you using Skype to call them. Otherwise, landline users and mobile phone users who have "unlimited talk" plans would not be charged when you (or anyone else) calls them.

No, it won't. Just those mobile phone users who don't have "unlimited talk" plans run the risk of being charged for incoming calls - regardless of their origin. Having a number set in Caller ID obviously shows those you call who you are, but it won't change whether or not they are charged for the incoming call.
