Calling from a different country to the USA/Canada cell or land line question

So I have a question, my boss travels alot all over world. He is wondering what it would cost / which plan to buy to use skype to call land lines / cell phones in USA and Canada. He uses the Ipad to call from overseas. 

 

Does he just need to buy the Unlimited US and Canada subscription to make calls from Overseas to USA and Canada or will he need to buy the Unlimited World plan?

 

For example: The next two weeks he is in Argentina, right now we do facetime and skype between iphone and ipad (free). But he would like to call his wife at home (landline).

If he has a US/ Canada subscription it does not matter where you are the calls are free. if you do not have a subscription you have to have credit to call phones and landlines.
