fee and where can I speak to a person who works here?

Hi!
Does anyone know why I was charged a $1 fee just for updating the expiration date on my auto-charge? Also, for this or a bigger "problem," is there ANY way to speak to a real person who works for Skype? Or, do we just have to post here and hope someone else who has figured it out will answer our questions? (Sigh). I am so into direct communication. Isn't that one reason we get Skype instead of just sending an email?!
