charge porblem

hi sir,
i made a call to Pakistan
and it's showed NT$4.789/per min
at 4/18 07:16 i called 59 secs and it charged me NT$8.689(2mins???)
at 4/17 17:02 i called 25 secs and it charged me NT$8.689(2mins???)

i made a call to Taiwan mobile
at 4/17 07:37 i call 1min and 42secs but it charged meNT$10.434(3mins???)


above
i also buy a plan to call Pakistan NT$900 for 400 mins
that let me doubt it's count like this
for example i call 2min and skype charge me 3min.
can u give a reason??

From Skype Terms of Use  http://www.skype.com/intl/en-gb/legal/terms/tou/#charges

"(iv) The duration of a call shall be based on one-minute increments. Fractions of minutes will be rounded up to the next minute. The connection fee, where applicable, will be charged at the beginning of the call. At the end of a call, fractional cent charges will be rounded up to the nearest whole cent, for example a total call price of €0.034 will be rounded up to €0.04. During the call, charges incurred will be deducted automatically from the Skype Credit balance in your User Account."
