Subscribtion paid - can not make calls

I paid for unlimited Europe landline calls and it shows me that my subscribtion is active but when I start calling it asks me to pay some credit. It should not do that because St. Petersburg, Russia is included in this subscribtion. I call landline phone number.

Your subscription is active, but there seems to be a problem reaching that specific number.
If possible try to reach another number and if problem still persists then customer service can investigate this further.
