Not enough credit received ($5 less)

Hello, 

I redeemed my Skype account through a College Budget order. According to the terms in the offer, I am supposed to receive $20 worth of Skype credit by paying only $10 today. I liked the offer and I accepted. However, I have only $15.45 on my account. Before redeeming I had an account balance  below $1. I have not received the total amount ($20) through the voucher. I believe I received $5 less. 

I hope to hear from somebody soon,
