How do I register a new skype account and transfer all of my setting, credits and features to the new account and then close the old account

You can not from the account that you are using now, to your new account and move the Skype Credit and othe premium features.

It is possible to export your contacts, you will need to have autheniticated to partner again with the new account.

Also, you can not do away with the account.

*Export your contacts

Contacts>Advanced>Backup Contacts to File...
