I want my Skype credit refunded, [ Edited ]

I need my $10.00 dollars refunded.  It kept telling me I needed to pay for skype credit to skype my friend.  But it never did work or connect.  I thought Skype was free.  Please refund my $10.00.  If it is not going to work that money is mine and it is sitting there for no reason.
