I'm being billed too much and I don't know who to talk to

I have been using skype for quite a while now. I re-filled my account on Monday, but now I am getting charged 27 cents a minute versus .27 cents a minute. I didn't realize this until today and all my money has been eaten up! 

I would really like help to this problem!

I have the same problem money is just flowing even if I dont use skype do I have to cancel skype.
