I bought an unlimited subscription for US calls and can't call Florida. I have tried several times. I get a pop up window telling me I need Skype credit or to buy a subscription. If I can't resolve this, need to cancel.

Even if call fails due to low credit it should leave a trace in the Skype system, but in your case there aren't any failed calls either. Usually this happens if customer is using a different account.
Try these steps:
1) Ensure you have latest Skype from: http://www.skype.com/go/download
2) If you are signed in automatically then sign out and sign in with the exact same username you used in this forum.
3) Try to place a call even if you get notifications. It's important that you actually press call button.
If call still doesn't go through then take a screenshot of any error you get and customer service can have a look.
