Can't call landline number

Hey,

I need help in calling a landline in Austria, it says "You can't call this number on Skype right now." I uploaded the credit, and I could call a mobile phone.

I had the same problem calling a number in France.  I need help too!!!

I have the same problem with a number to my office in Japan. I can call some numbers in the office but others say I can't call right now.
