Billing Error - I was double charged and can't find the live chat to speak with anyone

Hello,

 

I ordered Skype Premium on April 5th for $59.88 and was just charged $30 for unlimited in North America.  Where did the live chat feature go I have been going in circles on this website for 30 15 minutes now and I know I need to speak with a person (either via phone or chat) to work with out.  Frustrated!!

Same thing happened to me on Feb 12th 2012, nobody to talk to, it is a shame.
